This began as two decisions, not a white paper.
One packet asked, “Should a family buy a European summer program in 2027?” The other asked, “Should someone build a better version?” This website turns both answers into one story. The original research remains available if you want to check the work.
What the research says plainly
The idea is promising. The city is not decided.
Families already buy month-long combinations of housing, children’s programs, and community. Portugal gives U.S. working parents the best time overlap among the places compared. The strongest first move is to test Cascais and Porto side by side.
Porto carries the stronger economics
Public housing anchors are lower, the modeled price is €1,500 less, and the base first-year profit is higher.
The late camp day must be custom built
Normal Portuguese camps create useful price anchors, but none publicly offers the proposed 21:30 finish. A written custom bid has to replace the estimate.
Reservations choose the winner
Both cities get the same €250 refundable test. Supplier bids and active families—not taste—decide where summer one happens.

Before launch, modeled costs must be replaced by written bids; the structure needs a Portuguese legal review; insurance and housing must be confirmed; and families must place refundable reservations.

What changed with the final packet
More evidence made the decision better, not tidier
The final founder packet did not simply add footnotes. It changed the dates, promoted Porto to an equal track, and replaced a premature city choice with a real market test.
The new arrival date waits until the Portuguese school year has finished, making staff, facilities, and family schedules more realistic.
Cascais remains the premium path. Porto is now an equal launch candidate and currently has the better modeled economics.
Public camps support ordinary-hour prices. The late-hours program still needs an operator to price and commit to it in writing.
